Why do you trust the paper vote in a developed country?
When the developed countries are returning to paper, the government of Bangladesh and the Election Commission, have dreamed of upgrading electronic voting machines (EVMs) for holding elections. It is natural to raise the question about the purpose of preparing it for parliamentary elections, without adequate examination, training and preparation. It is undoubtedly creating a new record, preparing the project for the purchase of EVMs, the approval of the National Economic Council on the unusual speed, the allocation of about two thousand crore rupees at the beginning, the draft of the electoral law, the RPO amendment, and the speed at which all arrangements are made to pass it. There is no explanation for why a reasonable opinion of a
commissioner has been rejected. But EVMs are bought 11 times more than India.
In the words, we give examples of British democracy or the Westminster system and talk about it as an ideal. In the news conference that Prime Minister came to Saudi Arabia, he also presented the example of Britain. After the abolishment of the caretaker government, the prime minister criticized Britain when asked about the change in cabinet in light of the election-time government or the formation of small cabinet for routine work. Commenting on the ministries, the development will be hampered, he said that there is no change in cabinet in Britain.
The Prime Minister said exactly. But there are some more things that he did not say: Among them, the UK cabinet does not make any policy decision outside the routine during elections; Their election campaigns have to be accounted separately - there is no scope for public expenditure; Bureaucrats in permanent service of government administration regularly inform the state about all activities of the opposition six
months before the election so that the opposition can create their alternative programs and if bureaucrats win the opposition party, then they can start planning their programs; Advisers of political recruits (ministers) have to resign. Most importantly, the parliament ends, the MPs do not have the MP yet. The context of Britain's democracy is now. Rather than focusing on the internet, why not use EVMs in Britain and other developed countries, in that context.
On October 24, Jeremy Wright, the minister responsible for the Department of Digital, Information, Culture and Sports Committee on Wednesday, told the House of Commons that, due to paper ballots and pencils, the Russians were preventing the melting of Russians in the British elections. He said there is little doubt about the elections that Russia has tried to influence. But they did not succeed.
According to Jeremy Wright, two attempts to break the nose in elections - one is by changing the result by secret infiltration or hacking into a voting machine; Another is through many types of false information and publicity. It is seen in the history search, in a local area of 2003, EVMs were used in a limited area on experimental basis. In one report it was said that there was no effect of the election in the use of EVMs. Then in 2007 more tests were conducted in five places. But then there was no other test.
The main reason for this is the safety of electronic voting system. Harvard University's Cyber Law Department said in Switzerland about the same risk of research on e-voting. Electronic voting and voting machine software are not sure that the hacking will take place before voting, during and after the voting, so there is still hope for paper voters in developed countries. Eight European countries have tried to quit EVMs, abandoned paper voting and hand-numbered calculations.
Due to the risk of hacking, even the constitutional court of Germany banned EVM votes. In the United States, EVM is used in some states but the paper record is kept aside. There has been debate over EVMs in India and many parties have opposed it. Even the Supreme Court recommended to keep a valid paper record (Verifier Paper Trail); Which the commission has accepted. Our EVM does not have any valid paper record, which is obviously not the right choice.
What is the result of the elections in which the EVM (city corporation) used in our country on experimental basis - what has been the audit? Because in some of the elections that EVMs have been used, opposition candidates have stepped out of the middle of the vote, so the ruling party and any other outside the commission did not have enough experience in this regard. However, EVMs are imposed on people without an acceptable and logical evaluation. We have not been taught even in the case of the $ 8 million hacking in hacking in the central bank.
If the lost money is not returned, even if the vote is lost, it may not be possible to return. The idea that the consensus of the participants will be organized in organizing the alleged EVM fair in some divisional cities is ridiculous. The issue of disagreement between the Election Commissioners is not advisable in this regard, especially when a senior minister of the government demands the resignation of the dissenting commissioner. Incidentally, there is a glimpse of the thing which is nothing but the will of the government and the role of the commission is to obey the command.
The Opposition's allegation is that the government is taking this initiative as it is not possible that the planned election to be held in the scope of anti politics of Opposition is possible. To prove that the allegation is absolutely unacceptable, we should give up this unnecessary risk. According to the latest statement by HT Imam, the Prime Minister's advisor who has served as the coordinator of the ruling coalition more than once in the past, the country still has 30 percent of the vote in the country.
(It may be recalled that the BNP ) had more than 31 percent of the votes in 1991, but the Awami League The League got 30 percent of the votes, but 88 seats were won). We know that the votes of supporters of the main parties, Awami League and BNP, have little difference. If the fight of the main opponents is sewing, then there will be no need to make big deviations in electronic voting system, only a little deviation will be enough.
If there is no political motive behind the hasty introduction of EVM, then the second possibility is that allowing a particular person or group to be financially benefited at the fastest possible time. However, it may be due to the combination of both political objectives and the financial benefits of the clan. If prioritization of EVMs is now given to the commission, then if the competitiveness parties get the same priority as the problem of contesting the contest, then many would have been optimistic about the question of an acceptable election. But there is no sign of their interest in that
direction. None of the memories of the visible foreign pressure visible in the national party for 2014 elections. Therefore, the logic of taking an unnecessary risk of unseen interference in the election system in the name of e-voting is not understandable to us.
